The Oregon Center for Public Policy recently released an issue brief, What is TABOR?, which explains the major provisions of the so-called taxpayer’s bill of rights in Colorado.

This report shows Colorado's Fiscal Problems Severe and Likely to Continue with TABOR By the Center on Budget and Policy Priorities with COFPI and the Bell Policy Center (March, 17, 2004). With efforts to adopt TABOR-like amendments underway in a number of states, national attention has turned to Colorado and our experience with TABOR. This new report from the Center on Budget and Policy Priorities (co-written with Jim Zelenski & Carol Hedges) debunks some myths about TABOR and tells the real story of how Colorado's faring after a decade of living with the most restrictive tax and expenditure limit in the country.

Summary of Legislative Proposals to Amend TABOR (March 9, 2004) - A brief analysis of the concurrent resolutions introduced to date to amend TABOR. We will update this as new resolutions emerge from the legislature.

TABOR: A Brief Outline (Jan 04)This clear and accessible paper provides a skeletal outline of the Taxpayer's Bill of Rights. It defines key terms, sections and challenges, including the ratchet effect.

In February 2002, the bell published the first of two reports: Understanding TABOR: the first steps. In it, the bell outlines the “basics” of tabor and sets forth the research guidelines for a more in-depth study of the amendment to be released in fall 2002. The Bell also pulled together information about how each of the 50 stateshandles revenue limits, tax increase limits, and spending limits. The following chart highlights the differences between Colorado and other states that have either tax/revenue limits AND spending limits.

Colorado is looking to raid their tobacco funds to solve TABOR woes, and that’s a bad idea according to the recent report: Tobacco Securitization: Ten Reasons to Oppose SB 04-203 (March 2004). The Colorado Fiscal Policy Institute’s fact sheet discusses ten reasons why the proposal to securitize Colorado's tobacco settlement should be defeated.
