Question:  Why would anybody claim "best practices" means more diesel smoke, more carbon emissions, more health problems, more corporate pollution and less public safety?

Answer:  Because these are the "best practices" if you are focused on profits.

Let's face it, it's cheaper for one person -- or corporation -- to pollute than to follow health and environmental regulations.  If money is the main underlying motive, public safety is compromised.
