Fight the Flat Tax Personal and Business Flat Tax Act This ALEC legislation calls for the replacement of a progressive state income tax with a Steve Forbes style flat tax. “Personal income” would not include capital gains, interest, dividend income, or social security or other government benefits. Worse yet, the flat tax rate cannot be increased except by a two-thirds vote supermajority of the legislature. A revenue cap is also imposed to deter offering government services. Remember: Flat does not mean equal. If a working married couple -- each making minimum wage -- pays 10% of their income in taxes, they''re really choosing between cutting heat, food or health care from their budget. If a CEO pays 10% of his salary, he may not even notice any change in lifestyle. The flat tax didn''t work for Steve Forbes, and it shouldn't work for ALEC.
