Sectoral Healthcare Standards

These local ordinances and state laws would require employers in designated sectors to either provide employee health benefits or else agree to indemnify the public health system for any costs resulting from uncompensated healthcare provided to their employees. 

These laws are an attractive model for industries such as construction, supermarkets, hotels and buildings services where high road employers currently provide healthcare coverage but face growing competition from low road employers that do not.  These policies protect  taxpayers from the costs that are imposed on the public when employers do not provide adequate benefits.

While no ordinances have yet been enacted, viable versions of the proposal have been introduced in the Nevada, Indiana and California legislatures, and are being explored at the local level in California and New York.
