Community-Labor Construction Partnerships These win-win partnerships use the high-quality apprenticeship system to launch low-income residents on family-supporting careers in the trades, and expand market-share for high road, unionized construction contractors. Where legally feasible, Project Labor Agreements (PLA’s) can substitute for the apprenticeship requirement. Agreements or ordinances to require contractors performing public construction projects to hire and train local low-income residents using state-approved apprenticeship programs. In a historic agreement negotiated by a coalition of construction unions and public housing residents in New York, in July 2003 the New York City Housing Authority issued RFP’s for $450 million worth of construction work containing such requirements.
