Green Budget Cuts

With 44 states in fiscal crisis, lawmakers are looking for ways to cut budgets.

Green budget cuts -- also known as greens scissors -- is a way to trim state government spending while helping the environment.  Such efforts include an end to government subsidies for environmentally harmful behaviors.
